NTHU Epidemic Prevention Guidelines(110.10.6)

1.    Conduct persistent self-health monitoring.
(1)    Take body temperature. If the temperature is greater than 37.5 degrees, it should be reported immediately.
(2)    Keep hands clean: Sanitize the hands.
(3)    Wear a mask: Replace mask immediately if sneezing or contaminated mask.
(4)    Do not go to class while sick and go to a doctor ASAP.
(5)    Do not talk while eating: Remain Social Distancing (Outdoor 1m, Indoor 1.5m)

2.    Those who are under home isolation, home quarantine and self-health management should report to the survey “NTHU Division of Health Service Survey on Epidemics” and please do NOT come to campus.
3.    Access controls to all buildings and premises are returned to normal, but it is necessary to implement the real-name registration.
4.    Access control of entrance and exit of each campus (starting from September 10):
The access control to the university entrance mainly implements real-name registration (footprint control) and body temperature measurement (including any temporary visitor). Personnel must wear masks all the way on the campus. The university campus is open to the general public from 7 am to 11 pm every day.
(1)Main campus:
①North Gate, West Gate, and South Gate: outsider personnel can enter the school under the real-name registration and their body temperature should be measured normal.
②    East gate and the new faculty dormitory aisle: outsider personnel can enter the campus under the real-name registration from 0700 to 2300 and their body temperature should be measured normal. 
③    The parking tower and the old south gate motorcycles parking area: outsider personnel can enter the campus under the real-name registration from 0700 to 2300 and their body temperature should be measured normal.
(2)Nanda Campus:
①Main entrance: Campus security will perform real-name registration check and measure body temperature for outsider personnel.
②Continuing Education Building and Interdepartmental Teaching Building: outsider personnel can enter the campus under the real-name registration from 0700 to 2300 and their body temperature should be measured normal.
5.    Campus restaurant:
(1)    Following the anti-epidemic regulations and the Catering Industry Epidemic Prevention Management regulations issued by the Ministry of Health Services, the health management of catering personnel and the management of customers' meals shall be implemented.
(2)    Meals are strongly suggested through “order to go” service. (Website for the online ordering system:http://ddfm.site.nthu.edu.tw/p/405-1494-204334,c82.php?Lang=zh-tw)。
(3)    Real-name registration is required for all customers. Customers who have a fever or upper respiratory tract symptoms are prohibited from entering, Customers should wear a mask except for eating and drinking.
(4)    Monitor body temperature at the entrance, spray alcohol, provide dry hand soap or hand washing equipment.
(5)    The capacity inside restaurants meet the requirements of 1.5 meters between customers; in order to strengthen the epidemic prevention, the anti-epidemic partitions are installed for diners. The on-site seats will be increased as appropriate, please do not move the chairs inside the restaurants.
6.    Loan of venue: 
All activities and meetings in the loaned venue must follow the epidemic prevention measures set by the Ministry of Education and the Central Epidemic Command Center.
(1)    Loaned by units of the university for extracurricular activities: The maximum number of people is 80 indoors and 300 outdoors. If the indoor space is large enough, the maximum capacity is calculated as (2.25 square meters/person). The activities should implement real-name registration , measure temperature, wear masks throughout the activity, and control the flow of people (total amount). (The outdoor barbecue area on campus is temporarily closed.
(2)    Loaned by off-campus units: All activities shall have at least 1.5 meters/person (2.25 square meters/person) indoors,  at least 1 meter/person (1 square meters/person) outdoors, not exceeding 300 people. The activities should implement real-name registration, measure temperature, wear masks throughout the activity, and control the flow of people (total amount).
(3)    Eating and drinking are prohibited during the event. Related catering matters should be handled in accordance with the "Epidemic Prevention Management Measures for the Catering
Industry" of the Ministry of Health and Welfare. The outdoor venue is temporarily closed for catering.
7.    Guest house 1 and Guest house Ching 10F:
(1)    For the use of Guest house 1 and Guest house Ching 10F, online booking is open.
(2)    The breakfast area of Guest House 1 is open for on-site use.
8.    Passengers are still required to self-health monitoring (If you feel sick, please don't get on the bus), wear a mask and scan SMS QR Code before getting on the bus. Please no eating or drinking on the bus.
9.    The real-name registration and maintaining a minimum 1.5 meters social distance are required for personnel in the laboratory. The experimental laboratories of each building should cooperate with the campus's autonomous health monitoring facilities to conduct personnel control at the entrance of the building. Laboratory PIs are asked to properly plan the management of laboratory personnel. 
10.    All departments on NTHU campus should continue to clean and disinfect the campus environment and maintain ventilation in classrooms and other studying areas.
11.     Replenish the disinfection alcohol at the entrance of the building and throw trichloroisocyanuric acid tablets in the sewage storage tank (septic tank). Materials can be collected from the Environments and Safety and Health Center.
12.    Pandemic Prevention Measures for Student Dormitories
(1)    New students’ check-in
①    Students should be scheduled to check in to each dormitory by departments during different time slots.
②    Install automated thermal scanners and touchless hand sanitizer dispensers at the entrance of each dormitory.
③    Only one parent will be allowed to company each new student into the dormitory.
④    Mark the ground with labels at 1.5 meters apart for new students to line up and collect the keys.
(2)    Dormitory administration during school term
①    Daily visitors will need to register online.
②    Sanitize common shared areas daily.
③    Cover the buttons or switch of water dispensers and lights with plastic wraps.
④    Place alcohol hand sanitizers at the entrance of each dormitory. Install additional automatic thermal scanner at the administration office. Prepare individual thermometers for students.
⑤    Place soaps on public wash basins for cleansing.
⑥    Janitors should complete hygiene education training and conduct daily self-health management report.
⑦    Post the following announcements the bulletin of each dormitory or on the e-bulletin:
Put on face masks before leaving the dormitory rooms.
Wash hands frequently. 
Maintain a social distance of 1.5 meters indoors.
⑧    Students who have fever (axillary temperature ≥37.5℃), respiratory symptoms and other symptoms should seek medical attention immediately, return home to recuperate, and report to Health Care Team for care (03-574300, Monday to Friday 8:00-17:00) and the Student Assistance Division (03 -5711814, 24 hours) for follow-up care and tracking. Overseas students will be arranged in Anxin (安心) dormitory after medical treatment, and return to the original dormitory after recovery.
13.Sports Facilities:
①Wear a mask all the time and maintain social distance (1.5 meters indoors, 1 meter outdoors).
②    The maximum number of people is 80 for indoors and 300 for outdoors.
③    Please cooperate by scanning the QR-code before entering any sport facilities to comply with the Contact Tracing System (實聯制) policy. Indoor stadiums should be restricted to a single entrance and exit and enforce body temperature measurement.
④    Everyone should use their personal sport equipment; borrowing from others is not allowed. 
⑤    For external visitors who are not affiliated with NTHU, the facilities are open only from 07:00 to 23:00.
⑥    Please do follow the relevant measures for epidemic prevention. The authority will conduct regular inspections. If you cannot comply, we reserve the right to close the sport facilities and you will be asked to leave.

(2) Indoor Sports Facilities:
① Weight training room: The maximum number of people in the training room is 80 people, and the number of people will be strictly controlled. Based on their locations, every other equipment is available for use. 
② For the second floor of the gymnasium, the table tennis arena, the alumni gymnasium (badminton court),and the tennis court, the maximum number of people open to use is 80.
③ Swimming pool:
A.    Wear a mask at all times, except when swimming. Wear a mask immediately after leaving water and leave the venue as soon as possible.
B.    Maintain a social distance of 1.5 meters.
C.    The capacity is limited to 80 people. One-out one-entry flow control, real-name register and temperature measurement are enforced.
D.    Seal your mask in a zipper bag and store it in the storage area before entering water.
E.    Hair dryers and personal floats are temporarily not available for use.
F.    The shower facilities and lockers are temporarily closed. The shower room is only open for changing clothes.
G.    Use your own equipment (such as swimming goggles, masks, floats, etc.).
H.    The children's pool and the second floor remain closed.
(3)Outdoor Sports Facilities:
   The maximum number of people allowed is 300.

14.Library Services:
(1) Entry Control: 
①Main Library and Branches resume semester opening hours from Sept. 13.
②Library opens to patrons with valid library cards. Library services are temporarily suspended for visitors.
③Swipe cards to access the library.
④Temperature checks are required.
⑤Mask wearing are required. Patrons should keep social-distancing.
(2)    Spaces and Other Services:
①    Moonlight Study Area, Individual Seats, AV Viewing Seats , Seats at Computer Lab 1 Area are reconfigured to maintain spacing.
②    Group Viewing Rooms, Prayer Room are limited the numbers of users and keep doors open.
③    Visitor tours are unavailable.
④    Idea-Hub is available and seats offered up to 30.
15. 2021 Fall COVID-19 Prevention Measures (Oct. 4 updated):
I.    In-class teaching and distance learning can be adopted in parallel, and flexible adjustments may be made based on the epidemic situation:
i.    In-class teaching can be conducted under the following conditions (fixed seat is still required for the same class and photo should be taken as the proof for contact tracing): 
a.    If there are less than 80 people (including instructor/TA) in the classroom.
b.    More than 80 people is allowed if the classroom capacity meets the requirement of at least 1.5 meters/person (2.25 square meters/person), and checkboard seating is not required. 
*classroom capacity=floor area (square meters)/2.25.

ii.    If it is unable to follow above instructions, please adjust the teaching methods: 
1.    Dividing students into groups, one for in-class teaching and others for distance learning, then exchange over the week. Please upload the class videos and materials within a week.
2.    Conducting distance learning.
●   If a course is changed to distance learning for all students due to epidemic prevention while the distance learning hours are expected to be over one-half of the teaching hours of the whole semester, please inform The Division of Curriculum and the record will be sent to the school curriculum committee for reference at the end of the semester.
●   The instructor still needs to well understand the status of students in class and learning situation while checking the effectiveness of teaching.
iii.    Taking in-class exam in principle and the detail should be clearly stated in the syllabus. 
iv.    Wearing a face mask and avoid eating and short-distance talking in the classroom.
v.    Physical education courses should be taught at a social distance (at least 1.5 meters/person indoors and at least 1 meter/person outdoors).
vi.    Hands-on and experimental courses shall be organized in fixed groups, and disinfection shall be carried out when rotating the use of equipment. 
vii.    Performing arts courses:
a.    Except for playing the wind instruments, other students are required to wear masks throughout the course and should adjust the practice time to avoid discomfort caused by wearing the mask for a long time (Note: If one has cardiovascular disease or respiratory allergies, please avoid attending the course)
b.    Considering that a student playing the wind instrument is unable to wear a mask throughout the rehearsal, then the student may take off the mask temporarily while playing, otherwise wearing a mask is required.
c.    The instructors are required to wear a mask throughout the course, except for the demonstration needs (eg. dance, local ballads, choirs, playing the musical instruments).
d.    Using personal equipment (eg. musical instruments, costumes) is required in principle. Exclusive musical instrument (eg. mouthpiece) is a must when playing the wind instruments. Sharing is not allowed. Microphones used in drama classes should be dedicated in principle.

viii.    Scanning the QR Code before entering the classroom.
II.    The NTHU Study at Ease Project for COVID-19 Prevention has been posted on “Epidemic Prevention Zone” of homepage of NTHU and Office of Academic Affairs.
i.    The students who should quarantine and conduct independent health management and have registered in “NTHU Division of Health Service Survey on Epidemics” are applicable to the following option:
1.    If the quarantine and independent health management period coincides with the Add-or-Drop and Course Withdrawal period, please refer to “NTHU Study at Ease Project for COVID-19 Prevention”
2.    Please apply for leave of absence by emailing the instructor while stating the reason for your absence. The Division of Curriculum will notify the instructor not to count the student’s absence and the absence will not cause the deduction of final score.
3.    Students who are unable to attend classes or take exams due to coronavirus prevention, their instructors can make flexible adjustments to assess their achievement such as make-up exam. The results of the make-up exam will be regarded as the formal exam result.
ii.    The Office of Global Affairs and the Office of Student Affairs will provide the students' list who cannot come to Taiwan because of the COVID-19 prevention. The Division of Curriculum will mark those students on the attendance list and ask instructors to provide distance learning. (With the consent of the instructor, the teaching assistant may upload the course content or video files to the school's e-Learning platform within one week after the course. Only students who enrolled the course have the access to use the online resources for distance learning. Students should contact the instructors to discuss issues such as course articulation and self-learning.
iii.    The attendance list should not share with unauthorized people to protect personal information. 
III.    Classroom precaution measures
i.    Classroom ventilation: When turning on air-conditions in the classroom, the classroom should leave each windows open at least 15 centimeters. Additional fans can also be added.
ii.    Classroom sanitization: Those items that teachers and students often touch (e.g. door handles, desktops, light switches, etc.) should always be cleaned and sanitized at least once a day.
iii.    Please confirm that there are sufficient number of QR code papers printed off and displayed at entry points of the classroom.
iv.    Every department and division can place diluted alcohol in the classroom for instructors and students to sanitize.

16. Student Club Activities:
Since the Central Epidemic Command Center (CECC) announced that it will lower the epidemic alert to Level two, student clubs are allowed to hold activities from July 27,2021 by following the epidemic prevention rules of the CECC. 17. All faculties, staffs and students are encouraged not to travel abroad to avoid unnecessary infection.
